The front of the skirt falls more flat and then the panels wrapped around the hip and these are what create the skirt to swing outwards

In person the color is richer and deeper blue then how it has photoed and is quite lovely

This has one added extra element though - the original capelet complete with a edging of hanging black silk balls along the edge
