If the elected officials enacted some policy or law that tied my hands (which they like to do to get what THEY want), I would make it policy that anyone on duty suspected of being under the influence (and the odor that emits from them would constitute as probable cause) would be relieve of their duty and given the choice of either admitting to being under the influence (and administrative punitive action is taken to include counseling), take a urinalysis test to either confirm or deny they are under the influence (like a DWI), or be terminated on the spot due to probable cause
These systems reward consistency rather than a single large session, encouraging steady, measured play
